Algorithmen und künstliche Intelligenz in der Verwaltung

The digitalisation of our world means that technical systems in the economy, state and society are included in decision-making processes or even decide autonomously. These decision-making systems are based on algorithms that are increasingly attracting public attention. If algorithms and systems of artificial intelligence (AI) are included in the control and decision-making processes of public administration, this raises questions regarding the democratic legitimacy of their use, the protection of fundamental rights, the rule of law and effective legal protection by administrative courts.
 
The event on 12 October 2018 will address these questions. The effects and benefits of algorithms and artificial intelligence in public administration, the problems arising from their integration for fundamental rights and data protection, the rule of law and the principle of democracy, and administrative jurisdiction are to be identified. Solutions for these problems will be developed and discussed. We strive for an interdisciplinary exchange at the interface of technology and law.
 
We are pleased to announce Professor Dr. Martin Eifert, Humboldt-Universität zu Berlin, and Professor Dr. Christian Bauckhage, Fraunhofer Institute for Intelligent Analysis and Information Systems IAIS, as keynote speakers. After the keynotes, the topic will be explored in depth in small interdisciplinary working groups. In these, we will ask the participants to give a 3-5-minute input presentation that will provide a thought-provoking impulse on the topic of the working group. The results of the working groups will be presented to a broader public in the subsequent panel discussion and will be discussed there. Afterwards, the Senate of the Free and Hanseatic City of Hamburg invites you to a Senate reception.
