The study "Index for Youth Media Protection – Handling Online-Related Risks“ (www.jugendmedienschutzindex.de), conducted by the Hans-Bredow-Institut and JFF and published by FSM at the end of 2017, asked parents and children about their concerns regarding Internet use, their measures to protect themselves against negative experiences and their attitude to youth media protection. On this substantial empirical basis, strength and weaknesses of the current media policy regulations for the protection of minors in the media as well as media-pedagogical offers of support could be identified.
The Index for Youth Media Protection underlines the special role of parents in implementing protection measures against online risks. However, the results also show that parents have gaps in their knowledge concerning important components of the youth protection system and are sometimes overwhelmed by current challenges. This circumstance is unfortunate, since the legal framework assumes in central places that parents implement the protection instruments prescribed by the legislator and to be implemented by the provider. At the same time, parents are expressing the desire for greater responsibility through regulation, policy, service providers and self-regulation, which must be addressed. The promotion of the visibility of the existing measures of these actors as well as the creation of new initiatives and accessible, comprehensible solutions can be expanded here from the perspective of parents and adolescents.
Based on the results, conclusions can be drawn for the further development and adaptation of regulations and measures in media education. After all, it depends on the families how effective the instruments of youth media protection ar. Medien impuls will discuss this with relevant contacts from various areas.
