At the end of 2019, 3000 participants will gather in Berlin for the XIV UN Internet Governance Forum (IGF) to discuss the framework conditions of global Internet policy. At a preparatory lunch talk of the
United Nations Association of Germany (DGNV), some relevant questions will be discussed in advance.
Dr. Matthias Kettemann has been invited as a speaker. He will talk about the dynamics of global Internet politics between power and law.
The range of topics covered by the UN Internet Governance Forum (IGF), which the United Nations mandated to Germany in 2017, is quite broad. In addition to data protection, human rights and access to technologies, issues of cyber security, artificial intelligence and much more will be addressed. Unlike other UN conferences, the IGF is designed as a multi-stakeholder forum. The technological community, business and civil society are equal actors who discuss issues with representatives of governments and international organisations.
At the same time, however, the IGF is not a decision-making body that is supposed to produce binding global regulations. Parallel to the IGF, there are other forums and actors within and outside the United Nations system in which similar issues are debated and some of which are more oriented towards negotiating positions. Most recently, UN Secretary-General Guterres had appointed a so-called "High Level Panel on Digital Cooperation", whose 20 members will present a report in mid-2019. Digitisation and Internet governance have also long played a major role in UNESCO and the ITU (International Telecommunication Union). Non-UN-associated institutions such as ICANN (Internet Corporation for Assigned Names and Numbers) and the NETMundial initiative, a multi-stakeholder initiative of selected states, are also addressing Internet regulation.
