For the first time in the history of the Hans-Bredow-Instituts, there were three disputations in one day. On Monday, 30 April 2018, Stephan Dreyer, Markus Oermann and Florian Seitz successfully defended their doctoral theses, which they wrote at the institute. Stephan Dreyer analysed in his doctoral thesis, how law can and has to react to uncertainty, taking the German youth media protection as an example. Thereby, he focused on determinants of legislative decisions and their effects for evaluations and prognoses of decision-makers.

Markus Oermann addressed the question whether the Basic Law contains all elements of an internet freedom in the sense of a basic right to internet access. In his PhD project, he examined this question by measuring the constitutional protection of internet-based communication.

Florian Seitz focused on the online communication of students at school and school regulations. Therefore, he compared the circumstances in Germany with those in the United States and examined if and to what extend the criteria developed in the United States can be applied to the situation in Germany.
