In a publication of the Austrian Armed Forces PD Dr. Matthias C. Kettemann writes about the connection between digitisation, cybersecurity and democratisation.

He argues that free Internet communication is as essential as it is decisive for an open debate that is a prerequisite for a functioning democracy. In addition to the state, the Internet is also dependent on conditions that it cannot create on its own by itself: We need the law, especially international law, to safeguard and stabilise the basic technical requirements of the Internet and - looking at online content - to realise the potential of the Internet for people.
