Eliana Quiroz was a Bolivian guest researcher at the Leibniz Institute for Media Research from June until November 2021. She was working with
Dr. Clara Iglesias Keller on the ecosystem of disinformation that was set during the Bolivian political crisis in October 2019 to October 2020.
Eliana Quiroz is a Ph.D. student at the Universidad Major de San Andrés in La Paz, Bolivia. Her dissertation focuses on the effects of disinformation against disadvantaged populations.
She received a Master degree in Public Administration from Potsdam University. She is also a digital rights activist and works as the Executive Director of Foundation
InternetBolivia.org.
Eliana Quiroz is a 2021 fellow of both Global Network Initiative (GNI) and Friedrich Ebert Foundation. She is an experienced practitioner with 20 year working experience in multilateral and bilateral international cooperation agencies – which includes World Bank and United Nations – as well as public institutions.
Eliana Quiroz coordinated and co-authored the first academic handbook on Internet and society in Bolivia

Also, she was the first Head of E-Government at AGETIC (E-Government and ICTs Agency of the Bolivian State), has published several papers and writes a biweekly op-ed "Internet a la boliviana" in the national Bolivian newspaper
La Razón since 2013.
